Christiana Secures Investment to Expand Educational Opportunities for Disabled Children
McGuire Memorial School to receive $3.75 million annual funding
HARRISBURG – Since 2013, state Rep. Jim Christiana (R-Beaver/Washington) has worked to secure financial support for a Beaver County educational facility that helps students with severe disabilities throughout western Pennsylvania receive individualized educational support.

Today, he announced a total of $3.75 million in funding was included in the 2018-19 state budget and related bills for the School at McGuire Memorial, which is located in New Brighton.

“Years ago, I learned that students were losing access to McGuire at an alarming rate,” Christiana said. “Local children who require individualized educational services were unable to get what they needed in public school or were being sent on an hour bus ride to an Allegheny County ‘approved private school.’ To reverse this trend, McGuire needed approved private status and the state support that comes along with it.”

Christiana and the Beaver County delegation helped the School at McGuire Memorial acquire “approved private school status” in 2015. To date, 55 students annually received educational services at McGuire as a result.

This year’s investment, he said, will help nearly 40 more students receive specialized educational support closer to home.

“The 14 children currently on the waiting list and 25 additional families will finally have access to a convenient educational option that meets their unique needs and enables them to maximize life to their fullest potential,” Christiana said.

The state funds have also saved an estimated $1.4 million in local property tax dollars, he said. Next year, the state funds will result in nearly $3 million in property tax savings.

“Without approved private school status and state funding, a student’s home school district is responsible for 100 percent of the tuition costs associated with services provided to students of McGuire Memorial,” Christiana said. “Approved status eases the financial burden on school districts by authorizing the state to cover 60 percent of the student’s tuition.”

The School at McGuire Memorial provides educational services for those with profound physical, developmental and behavioral disabilities, and offers supportive services to their families and caregivers. Most public schools are unable to provide these children with the adequate level of specialized care.

“Bringing this level of funding back to Beaver County certainly wasn’t easy, but it’s been an absolute privilege to lead this fight and work with the delegation on behalf of these students and families. It’s one I would fight 10 times over, but I know the Beaver County delegation will ensure McGuire remains a priority,” Christiana said.

Christiana secured $2.55 million in baseline funding from the state’s General Fund in the 2018-19 state budget, and an additional $1.2 million in one-time funding in the state’s omnibus Fiscal Code, which will be added to the baseline funding in the 2019-2020 fiscal year, resulting in $3.75 million in annual appropriations.
